If you really wanted to know (if not, just ignore) the coloring is:
1. Duplicate base. Set duplication to Screen Fill 60%.
2. New Color Balance layer:
Shadows: +25, +5, -35
Midtones: +25, +15, +25
Highlights: 0, 0, +25
3. New Levels layer Fill 20%:
RGB Input Levels: 5, 1.00, 255
Blue Input Levels: 15, 1.00, 255
4. New Hue/Saturation layer:
Master Saturation: +25
5. New Gradient Fill layer Opacity 20% Fill 7%: white to transparent
Angle: 137
6. New Color Balance layer:
Shadows: -5, 0, +5
Midtones: -25, +10, +15
Highlights: -10, -5, +5
Then, of course, layer opacities are going to depend on what you start with, and Step 5 doesn't always do something depending on your base, but that's the settings I had for these wicked dark bases. :)
